    In diesem Working Paper sollen wesentliche Erkenntnisse und Forderungen aus der - bisher vor allem englischsprachigen - Diskussion über die webgerechte Freigabe öffentlicher Daten zusammengefaßt werden. Das Paper versteht sich als Ausgangspunkt für Diskussion und Strategieentwicklung, ohne letztere selbst leisten zu können. Die Entwicklungspotentiale von Open Government Data (OGD) sollen zunächst aus der Sicht verschiedener Beteiligter dargestellt werden. Mit den in den Sebastopol-Prinzipien formulierten grundlegenden Anforderungen an OGD wird der Begriff schließlich definiert. Anhand von Veröffentlichungen des W3C kann schließlich die Bedeutung der Verwendung und (Weiter-)Entwicklung offener Standards für OGD gezeigt werden, daneben aber auch die Hauptprobleme eines entsprechenden Change Managements im öffentlichen Sektor. Abschließend werden einige modellhafte Beispiele für die praktische Umsetzung von OGD angeführt

    Joint Total Variation ESTATICS for Robust Multi-Parameter Mapping

    Quantitative magnetic resonance imaging (qMRI) derives tissue-specific parameters -- such as the apparent transverse relaxation rate R2*, the longitudinal relaxation rate R1 and the magnetisation transfer saturation -- that can be compared across sites and scanners and carry important information about the underlying microstructure. The multi-parameter mapping (MPM) protocol takes advantage of multi-echo acquisitions with variable flip angles to extract these parameters in a clinically acceptable scan time. In this context, ESTATICS performs a joint loglinear fit of multiple echo series to extract R2* and multiple extrapolated intercepts, thereby improving robustness to motion and decreasing the variance of the estimators. In this paper, we extend this model in two ways: (1) by introducing a joint total variation (JTV) prior on the intercepts and decay, and (2) by deriving a nonlinear maximum \emph{a posteriori} estimate. We evaluated the proposed algorithm by predicting left-out echoes in a rich single-subject dataset. In this validation, we outperformed other state-of-the-art methods and additionally showed that the proposed approach greatly reduces the variance of the estimated maps, without introducing bias.Comment: 11 pages, 2 figures, 1 table, conference paper, accepted at MICCAI 202

    Observation of the Earth’s nutation by the VLBI: how accurate is the geophysical signal

    International audienceWe compare nutation time series determined by several International VLBI Service for geodesy and astrometry (IVS) analysis centers. These series were made available through the International Earth Rotation and Reference Systems Service (IERS). We adjust the amplitudes of the main nutations, including the free motion associated with the free core nutation (FCN). Then, we discuss the results in terms of physics of the Earth’s interior. We find consistent FCN signals in all of the time series, and we provide corrections to IAU 2000A series for a number of nutation terms with realistic errors. It appears that the analysis configuration or the software packages used by each analysis center introduce an error comparable to the amplitude of the prominent corrections. We show that the inconsistencies between series have significant consequences on our understanding of the Earth’s deep interior, especially for the free inner core resonance: they induce an uncertainty on the FCN period of about 0.5 day, and on the free inner core nutation (FICN) period of more than 1000 days, comparable to the estimated period itself. Though the FCN parameters are not so much affected, a 100% error shows up for the FICN parameters and prevents from geophysical conclusions

    A new archaic homodont toothed cetacean (Mammalia, Cetacea, Odontoceti) from the early Miocene of Peru

    Apart from a few exceptions, extant odontocetes (toothed cetaceans) exhibit a roughly homodont dentition. The transition from basilosaurid-like double-rooted cheek teeth with accessory denticles to single-rooted conical teeth occurred during the late Oligocene-early Miocene. At that time, several clades of now extinct, homodont and predominantly long-snouted odontocetes appeared in the fossil record. Among them, members of the genera Argyrocetus Lydekker, 1893 and Macrodelphinus Wilson, 1935, from the early Miocene of the Northeast Pacific and Argentina, were tentatively attributed to the family Eurhinodelphinidae. However, due to the fragmentary state of the specimens, unambiguous apomorphies of the family could not be detected. Based on two well-preserved skulls with associated mandibular elements, discovered in early Miocene layers of the Chilcatay Formation (Pisco Basin, Peru), we report on a new genus and species of long-snouted homodont odontocete, Chilcacetus cavirhinus n. gen., n. sp. Characterized by, among others, the presence of alveoli on the anterior premaxillary portion of the rostrum, the lack of a lateral groove on the rostrum, anterodorsally elevated nasals, a possibly autapomorphic cavity between nasals and mesethmoid in the posterior wall of the bony nares, a high temporal fossa, and the absence of ankylosis along the mandibular symphysis, C. cavirhinus n. gen., n. sp. does not fit in any of the known odontocete families, but shares several morphological features with Argyrocetus spp. and Macrodelphinus. Our phylogenetic analysis, based on 77 characters for 35 odontocete taxa, suggests the existence of an early Miocene Eastern Pacific long-snouted homodont odontocete clade (with an hypothetical South Atlantic member, the poorly known Argyrocetus patagonicus Lydekker, 1893), distinct from the only superficially similar eoplatanistids and eurhinodelphinids. Furthermore, our consensus tree indicates an early branching of this new clade compared to other homodont odontocete lineages. Unfortunately, the results of the cladistic analysis presented here are not well supported; a reappraisal of Argyrocetus and Macrodelphinus is needed to more clearly define the new clade and bolster its phylogentic position

    XPS Investigations of Ruthenium Deposited onto Representative Inner Surfaces of Nuclear Reactor Containment Buildings

    International audienceIn the case of a hypothetical severe accident in a nuclear power plant, interactions of gaseous RuO4 with reactor containment building surfaces (stainless steel and epoxy paint) could possibly lead to a black Ru-containing deposit on these surfaces. Some scenarios include the possibility of formation of highly radiotoxic RuO4(g) by the interactions of these deposits with the oxidising medium induced by air radiolysis, in the reactor containment building, and consequently dispersion of this species. Therefore, the accurate determination of the chemical nature of ruthenium in the deposits is of the high importance for safety studies. An experiment was designed to model the interactions of RuO4(g) with samples of stainless steel and of steel covered with epoxy paint. Then, these deposits have been carefully characterised by scanning electron microscopy (SEM/EDS), electron probe microanalysis (EPMA) and X-ray photoelectron spectroscopy (XPS). The analysis by XPS of Ru deposits formed by interaction of RuO4(g), revealed that the ruthenium is likely to be in the IV oxidation state, as the shapes of the Ru3d core levels are very similar with those observed on the RuO2,xH2O reference powder sample. The analysis of O1s peaks indicates a large component attributed to the hydroxyl functional groups. From these results, it was concluded that Ru was present on the surface of the deposits as an oxyhydroxide of Ru(IV). It has also to be pointed out that the presence of “pure” RuO2, or of a thin layer of RuO3 or Ru2O5, coming from the decomposition of RuO4 on the surface of samples of stainless steel and epoxy paint, could be ruled out. These findings will be used for further investigations of the possible revolatilisation phenomena induced by ozone

    Accounting Information, Disclosure, and the Cost of Capital

    In this paper we examine whether and how accounting information about a firm manifests in its cost of capital, despite the forces of diversification. We build a model that is consistent with the Capital Asset Pricing Model and explicitly allows for multiple securities whose cash flows are correlated. We demonstrate that the quality of accounting information can influence the cost of capital, both directly and indirectly. The direct effect occurs because higher quality disclosures affect the firm\u27s assessed covariances with other firms\u27 cash flows, which is nondiversifiable. The indirect effect occurs because higher quality disclosures affect a firm\u27s real decisions, which likely changes the firm\u27s ratio of the expected future cash flows to the covariance of these cash flows with the sum of all the cash flows in the market. We show that this effect can go in either direction, but also derive conditions under which an increase in information quality leads to an unambiguous decline in the cost of capital

    Multimedia objects, especially images and figures, are essential for the visualization and interpretation of research findings. The distribution and reuse of these scientific objects is significantly improved under open access conditions, for instance in Wikipedia articles, in research literature, as well as in education and knowledge dissemination, where licensing of images often represents a serious barrier. Whereas scientific publications are retrievable through library portals or other online search services due to standardized indices there is no targeted retrieval and access to the accompanying images and figures yet. Consequently there is a great demand to develop standardized indexing methods for these multimedia open access objects in order to improve the accessibility to this material. With our proposal, we hope to serve a broad audience which looks up a scientific or technical term in a web search portal first. Until now, this audience has little chance to find an openly accessible and reusable image narrowly matching their search term on first try - frustratingly so, even if there is in fact such an image included in some open access article

    Information Asymmetry, Information Precision, and the Cost of Capital

    This paper examines the relation between information differences across investors (i.e., information asymmetry) and the cost of capital and establishes that with perfect competition information asymmetry makes no difference. Instead, a firm’s cost of capital is governed solely by the average precision of investors’ information. With imperfect competition, however, information asymmetry affects the cost of capital even after controlling for investors’ average precision. In other words, the capital market’s degree of competition plays a critical role for the relation between information asymmetry and the cost of capital.
